The Right to Buy was introduced in 1980 as a means to extend home ownership amongst those who had traditionally rented. The scheme allows tenants to buy their home at a discount to the full market value.

Since 1980 more than 2 million properties have been sold to the occupiers. This has allowed them to

  • free them to improve their accommodation in any way they want
  • allowed the owner to profit on the sale of their property some years later.
